Do I Need a Permit for a Bathroom Remodel in Connecticut?

Most tile work does not need a permit. Plumbing and electrical do. And whether your specific job needs one partly depends on the town you are in.

The Short Answer

Finish Tile Work, Probably Not. New Plumbing or Electrical, Yes.

We install tile you buy. We do not sell tile, and we do not supply stone, granite or quartz. That distinction matters for permits too, because a finish-only job and a job with new plumbing sit in different buckets.

The Exempt List, Word for Word

Item 6 of the State List of Exempt Work

“Painting, papering, tiling, carpeting, cabinets, countertops and similar finish work not involving structural changes or alterations.”

Tiling And Countertops Are Exempt

So tiling and countertops are exempt, as long as nothing structural changes.

Plumbing And Electrical Are Not Exempt

What is not exempt is plumbing and electrical. Those need a licensed plumber or electrician to pull the permit.

Why It Depends on the Town

Every Connecticut Town Publishes Its Own List, and They Are Not Identical

Some towns add their own conditions on top of the state list, and some of them say that permits are required for the majority of projects. So the honest answer to “do I need a permit in Connecticut” is: for finish tile work, probably not. For anything involving new plumbing or electrical, yes. For anything that touches structure or changes a wall layout, ask the building department in your own town before you start. Nobody can give you a reliable statewide yes or no, and anyone who does is guessing.

Registration vs Licence

A Home Improvement Contractor Registration Is Not a Trade Licence

Daniel's HIC number, #0706534, is a home improvement contractor registration with the state of Connecticut. It is not a plumbing licence. It is not an electrical licence. It is not a trade licence of any kind.

Who Pulls Which Permit

That means Daniel does not pull plumbing or electrical permits, and could not if he wanted to. A licensed plumber or electrician pulls those permits. If your bathroom remodel moves a drain, changes supply lines, or adds a receptacle, that work goes to them and their permit goes with it. If a contractor tells you their registration covers electrical or plumbing work, that is the wrong answer.

The Homeowner Exemption

No Licence Does Not Mean No Permit

Connecticut General Statute 20-340(11) lets a homeowner work on their own single-family, owner-occupied home without holding a licence. It does not remove the permit requirement. It does not remove the inspection. People assume “no licence means no permit” and that assumption is incorrect.

Unpermitted Work

The Realistic Consequence Is a Transaction Problem

Middletown publishes its own list of work that is exempt from a permit. The realistic consequence is paperwork trouble later. Trouble selling the house. Trouble refinancing it. A buyer or lender asks for records on unpermitted work and it has to be resolved.

No Evidence Of Fines Or Catastrophe

What it is not: we found no verifiable evidence of fines, insurance claims, or catastrophe. We are not going to invent a horror story to make you call us. The consequence is a transaction problem, and it is easier to avoid than to fix.

What to Ask Any Contractor

Four Questions That Settle It

  • Ask who pulls the plumbing or electrical permit. If they cannot name a licensed plumber or electrician, that is your answer.
  • Ask what work on your job is exempt and what is not. They should be able to tell you the line between finish work and trades work.
  • Ask which town's rules they are working under. Not "Connecticut." The town.
  • Ask what happens if the scope grows. If a wall opens up and plumbing is involved, the permit question changes. Know that before it happens.

Where to Go Locally

Your Building Department Is the Only Authority

Your building department is the only authority that can tell you what your job needs. Bring a short description of what you plan to do. Ask whether it is on the exempt list, and if not, who pulls it.

Frequently Asked Questions

Bathroom Remodel Permits in Connecticut: Questions

Tiling and countertops are on the state's list of work exempt from a building permit, as long as nothing structural changes. New plumbing or electrical is not exempt and needs a licensed plumber or electrician to pull it. Your town may have its own list, so check with your building department before you start.

As the owner of a single-family home you occupy, you can work on it without holding a trade licence. That exemption does not remove the permit requirement or the inspection. If you pull it yourself, you are the one responsible for inspection and for what the work turns out to be.

No. A home improvement contractor registration is not a plumbing or electrical licence. That work goes to a licensed plumber or electrician, and they pull the permit. This is worth checking, because a contractor who says their registration covers plumbing work is telling you something you should not accept.

Then it is priced before we do it, and it goes on the estimate as a line you can see. We stop and tell you first. That is the same on every job, and it is the reason the estimate you sign is the one you pay.
